某传统发电企业想要参与虚拟电厂，领导问了一个问题：我的火电厂能不能做虚拟电厂？我说：你都实体电厂了，还能叫虚拟电厂么？实体电厂可以和虚拟电厂一样，为电力系统提供调频调峰服务，赚取收益，但实体电厂并不等同于虚拟电厂。另一个传统发电企业想做虚拟电厂，调门很高，实际落地的项目，其实是大量的储能、充电桩投资，然后把这些资源包装成虚拟电厂，用这个概念去拉动更多的投资。可能一千个人，有一千个虚拟电厂。我认为的虚拟电厂，其底层逻辑：是真正意义的能源互联网应用。什么是能源互联网，我觉得是能源行业从第二次工业革命的运营管理模式，转向第四次工业革命。

“这是国内首个车网互动的顶层设计文件。”清华四川能源互联网研究院、光储直柔应用技术研究所副所长李立理在接受《中国能源报》记者采访时强调。李立理所在的团队，此前牵头参与了支撑该政策文件的研究起草工作。他表示，车网互动是一项跨行业跨部门的复杂系统工程，《实施意见》的发布，将对国家和地方统筹推进各项工作起到非常关键的作用。车网互动的参与主体众多，包括电动汽车用户、充放电服务运营商、电动汽车负荷聚合、虚拟电厂运营商、电网企业、电力交易机构等。政策端的顶层设计与系统统筹，为车网互动大规模推广提供了保障。中国电力企业联合会副秘书长刘永东也指出，车网互动是一项聚沙成塔、集腋成裘的工程，实现大规模车网互动需要政府顶层设计、各方通力合作。他认为，除了政策，车网互动还面临规模、模式、技术、标准等方面的难题。此次《实施意见》明确了车网互动各个关键环节的负责部门。具体来看，国家发改委、国家能源局统筹开展车网互动顶层设计，积极推进配套政策、电价与市场机制建设，强化指导监督。工信部、国家能源局推动新能源汽车、充换电设施加快应用智能有序充电功能。国家标准化管理委员会组织能源行业电动汽车充电设施标准化技术委员会、全国汽车标准化技术委员会加快车网互动标准体系建设，指导开展相关国际标准合作。
